PayPal locks most new accounts behind a verification wall — confirmed card or linked bank needed before sending, receiving, or withdrawing anything. STEP 2 — ACCOUNT SETUP ORDER

Sequence matters — PayPal's risk engine weights early behavior heavily:

  • Fresh email (catch-all alias, not gmail-of-the-week) + real-looking password (manager-generated).
