PayPal is the oldest cashout rail in the book — card in, balance held, bank out — and its fraud model has twenty years of case files behind it. Limits, holds, G&S disputes, instant-transfer fees, identity tiers: every variable mapped. The full cashout flow with the exact sequences that survive scrutiny is hidden below.

THE RAIL (KID VERSION)

PayPal is a waiting room between plastic and bank. Card pushes value in, balance holds it, withdrawal pushes it out. Twenty years old, so every trick ever run against it is in their detection model — which means the working flow looks BORING. Boring is the method.

INGRESS — GETTING VALUE IN

  • Card-funded sends: 3% fee when sender funds with credit, sender-funded debit free. Card-funded payments TO you still credit your balance — the fee lands on the sender's side.
  • Checkout / invoice: receiving as goods triggers the dispute window (20/45/180-day tiers depending on claim type). F&F receives are final — but F&F from an unverified stranger's card carries unauthorized-use risk from the CARD side regardless of PayPal's protection stance.
  • Crypto inside PayPal: buy BTC/ETH with card, sell to balance, withdraw — regulated rails now, KYC tied to your SSN on file.
  • Limits ladder: unverified accounts cap around $4,999 lifetime-ish receive before identity wall; verified (SSN + card + bank) opens $60k/year territory for personal, business accounts higher. Verification is MANDATORY for meaningful volume — unverified limits are designed to force the KYC anyway.

THE HOLD MACHINERY

PayPal's reserves are surgical:

  • New business/merchant receiving: 21-day rolling reserve common on first sales, released as tracking delivers / disputes age out.
  • Consumer accounts: "pending" on large receives, echeck-style waits when funding is bank ACH (3–5 days), instant when debit-funded.
  • Limitation (full lock): triggered by sudden velocity, dispute ratios, chargeback spikes, or mismatched geo. Funds frozen 180 days in serious cases — the number one cashout killer.
  • Standing rule: keep dispute rate under 1%, transaction counts daily consistent, and NEVER let a funding card chargeback land — one funding-side chargeback often precedes full limitation.

Instant fee math: caps exist on some tiers — batch big pulls instead of drip-feeding hundred-dollar instants. Standard ACH always free; patience is profit.

THE SEQUENCES THAT SURVIVE

G&S receives then refund pattern (money back to sender route) exists but refunds to CARDS only return to the original funding source — a closed loop that doesn't exit to bank. Cashout exits through ACH, period.

DEATH CONDITIONS

  • Unverified + high volume = limitation within days. Verify first, move later.
  • Business account with consumer patterns (or vice versa) — category mismatch flags.
  • Receiving from flagged senders: their problem becomes your limitation. F&F from thin accounts is risk-carrier.
  • Chargeback on funding card → receive reversed → account flagged. Buffer 20%, hold receiving cards consistent.
  • New device + big instant withdraw = account takeover simulation — Venmo/PayPal both lock for "protection." Withdraw from the device that lives there.
